This article discusses federal income tax debt leads, how they are generated and delivered, the qualifying information they contain, and how consumer intent varies. It also offers tax resolution firms insights on key considerations in buying leads and ensuring their sales operations are aligned with lead types.

Federal income tax can become a serious financial problem for consumers who owe money to the IRS. As balances grow, taxpayers may face penalties, interest, liens, levies, wage garnishment, or other collection activity. Many consumers eventually look for professional help understanding their options and dealing with the IRS. That creates an opportunity for tax resolution companies.

Federal income tax debt leads connect tax resolution firms with consumers who may need help resolving their outstanding federal tax obligations. But not every tax debt lead is generated the same way, has the same level of intent, or should cost the same amount. Understanding those differences is important before purchasing leads or building a tax resolution marketing campaign.

At The Leads Warehouse, we offer aged federal income tax debt leads, real-time federal income tax debt leads, and federal income tax debt call transfers. Additionally, we offer federal income tax debt lien lists.

What is a federal income tax debt lead?

A federal income tax debt lead is a consumer who has been identified as potentially owing money to the IRS or who has expressed an interest in receiving information or assistance related to their federal tax debt. Depending on how the lead was generated, information may include:

  • Name
  • Phone number
  • Email address
  • State or zip code
  • Estimated amount of tax debt
  • Employment or income information
  • Tax filing status
  • Interest in tax resolution assistance

The amount of information collected depends heavily on the lead source. Some leads originate from federal income tax debt lien lists. These are not opt-in leads, but they are ideal for tax direct mail campaigns. Others come from consumers who actively complete an online form requesting tax debt assistance. These are opt-in tax debt leads and are appropriate for calling campaigns. At the highest level of immediate intent is a federal income tax debt transfer call. Even though each of these lead types falls under the general category of federal income tax debt leads, they are very different types of opportunities.

Who uses tax debt leads?

Tax debt leads are primarily used by companies that help consumers address unresolved federal tax liabilities. At The Leads Warehouse, we have assisted large national tax debt companies as well as boutique tax debt firms for 21 years. Our client base includes tax resolution firms, enrolled agents, tax attorneys, CPAs, and other organizations offering qualifying tax-related services.

The objective is generally to identify consumers who have a tax problem large enough to justify professional assistance and then determine whether the firm can provide an appropriate service. For many firms, leads are the beginning of the customer acquisition process. The firm still needs to contact the consumer, understand the situation, qualify the opportunity, explain its services, and ultimately convert the prospect into a client.

How are federal income tax debt leads generated?

There are several ways to generate tax debt leads, and understanding the source is critical.

Tax debt consumer data leads use available public tax lien filings to identify people who may fit a tax resolution firm’s desired audience. These can provide significant scale at a relatively low cost, but they are not opt-in leads. If they are going to be called, they need to be DNC (Do Not Call) scrubbed for compliance, or called without using an auto dialer. Tax debt lien leads are also ideal for federal income tax debt mailers.

Aged tax debt leads are consumers who previously expressed interest in tax debt or tax resolution assistance but did not convert at the time the lead was originally generated. Because the inquiry is older, these leads are typically less expensive and require persistent follow-up.

Real-time tax debt leads are generated when a consumer actively responds to a tax debt-related advertisement or completes an online form. The information is delivered shortly after submission, allowing the tax resolution company to contact the consumer while the inquiry is fresh.

Tax debt call transfers move further toward an immediate conversation. Instead of receiving contact information and attempting to reach the prospect, the firm receives a phone call from a consumer interested in discussing a tax problem.

Each model involves a different combination of cost, volume, consumer intent, and sales effort. At The Leads Warehouse, we provide clients with product cards that offer detailed information on how to best activate each lead type.

What makes a qualified tax debt lead?

One of the most important qualifying factors is usually the amount of federal tax debt. A consumer who owes the IRS $2,000 represents a very different potential client from someone who owes $25,000, $50,000, or more. Tax resolution companies need enough potential revenue from an account to justify their marketing, sales, and servicing costs. At The Leads Warehouse, all of our tax debt leads have a minimum of $10,000 in federal income tax debt.

Qualification can also depend on factors such as:

  • Whether the consumer actually owes federal taxes
  • Whether tax returns have been filed
  • Income and employment
  • Ability to pay for professional services
  • Type of IRS issue involved

This is why tax debt lead buyers should understand exactly what qualification criteria are included before comparing prices. A cheaper lead with minimal qualification isn’t necessarily a worse lead. It simply requires the buyer to perform more of the qualification process internally.

Consumer intent can vary dramatically

Intent is another major difference between tax debt lead types.

A consumer identified through data may not be currently shopping for tax resolution services at all. The sales team must initiate the conversation.

An aged tax debt lead previously demonstrated interest, but that interest may have occurred weeks or months ago. Aged tax debt leads can be extremely effective as the legal collection window is up to 10 years, and consumers are rarely in a hurry to deal with tax problems.

A real-time tax debt lead is a recent opt-in that is posted to the tax resolution firm for an immediate phone call to activate the lead. At The Leads Warehouse, we offer co-registration real-time tax debt leads and real-time tax leads off a standalone page.

A tax debt call transfer is the highest intent, as it is a consumer on the phone with federal income tax debt. Tax call transfers generally come with a buffer to qualify the consumer.

Generally, increasing intent also increases acquisition costs. So tax resolution firms need to decide whether they want inexpensive opportunities that require more sales effort, or higher-intent opportunities that cost more upfront. Many successful operations use more than one.

How are tax debt leads delivered?

Most tax debt leads are delivered electronically.

Real-time leads can be posted directly into a CRM or lead management system through an API (Application Programming Interface), allowing sales representatives to begin working on them almost immediately. They may also be delivered through a lead portal or electronic system.

Data and aged leads are commonly delivered in larger batches. These can be loaded into a CRM, dialer, email platform, or other approved marketing system depending on the campaign and applicable consent requirements.

Inbound calls work differently. Calls can be routed directly to the buyer’s sales floor or transferred after predetermined criteria have been met.

The delivery method should match the company’s sales infrastructure. For example, buying real-time leads doesn’t provide much of an advantage if nobody contacts them promptly. Companies that buy inbound calls will have limited success if they don’t have a sufficient number of trained specialists to answer the calls.

How do tax resolution companies buy leads?

Tax debt leads may be purchased individually, in batches, through ongoing campaigns, or based on call volume. Buyers can often establish filters such as geography, debt amount, lead type, volume, or other available criteria. Pricing will vary depending on how narrowly the campaign is targeted and how much consumer intent or qualification is included. Before purchasing leads, a tax resolution company should understand:

  • How the leads were generated
  • How old the leads are
  • Whether they are exclusive or shared
  • What qualification criteria are included
  • How and when they are delivered
  • What consent accompanies the lead
  • The return or replacement policy

Price is important, but it should never be the only consideration. Cost per acquisition (CPA) is the primary metric a tax resolution company should consider when buying tax debt leads.

The sales operation matters as much as the lead

A lead is an opportunity to begin a conversation. It is not a guaranteed customer. Tax resolution firms still need an effective process for contacting, qualifying, nurturing, and converting prospects. Lower-cost data and aged leads may require more outbound activity. Real-time leads reward fast response. Inbound calls require trained representatives who can qualify and advance a conversation while the consumer is on the phone.

Follow-up is also important because tax problems rarely disappear simply because a consumer didn’t answer the first call. At The Lead Warehouse, we study consumer behavior metrics and share this information with clients. We note to all our tax resolution firms that it typically takes three to six call attempts to reach a B2C (business-to-consumer) lead, with roughly 70% of sales teams requiring three or more attempts to get a prospect on the phone. A prospect who isn’t ready today may become much more motivated after receiving another IRS notice or experiencing additional collection activity.

Building a federal income tax debt lead strategy

There is no single type of federal income tax debt lead that fits every tax resolution company. A large call center with sophisticated outbound dialing may be able to generate strong economics from lower-cost data or aged leads. A smaller organization may prefer real-time leads or inbound calls that provide greater immediate consumer intent. The most important thing is matching the lead source to the sales operation.

Federal income tax debt lead generation works best when companies understand what they are buying, establish clear qualification criteria, respond appropriately to the level of consumer intent, and measure results all the way from the initial lead to an acquired client. The lead creates the opportunity. The tax resolution company’s sales and follow-up process determines what happens next. Are you ready to talk about how you can grow your tax debt sales pipeline?
